Presidents’ Council Meeting Recap

THEPRESIDENTS’COUNCIL Clubhouse 4 and Zoom Tele Video Conference The regular monthly meeting of the Presidents’ Council of Leisure World Seal Beach was convened at 1:30 p.m. by President Rich Carson, on Wednesday, Aug. 5, in Clubhouse 4, Zoom Tele-Video Conference and YouTube LIVE.

The following is a recap: The Nominating Committee received the below nominations for the Officers of Presidents’ Council: President—Bruce Bowles, Mutual 15; Vice President— Teri Nugent, Mutual 2; Secretary—Angela Billing, Mutual 10.

Mutual 15 President Bruce Bowles was elected to the office of President for Presidents’ Council for the 2026-2027 term of office.

Mutual 2 President Teri Nugent was elected to the office of Vice President for Presidents’ Council for the 2026-2027 term of office.

Mutual 10 President Angela Billing was elected to the office of Secretary for Presidents’ Council for the 2026-2027 term of .

office.

Presidents’ Council meeting minutes of July 1 were approved by. the council as written. GRF President Jeffery Mulqueen informed the council that the GRF board is currently working on budget preparation and approaching a different strategy from previous years. Mulqueen invited all Mutual presidents and officers to meet with him personally to discuss important issues, share ideas, and explore ways GRF can better serve the community. He also provided information on listening and learning sessions regarding the 2027 GRF budget; dates will be announced at the Au. gust GRF meeting. Senior Director of Facilities Mark Weaver reviewed the Less Lawn, More Community handout presented by the Water Use Efficiency Program Supervisor from the Municipal Water District of Orange County (MWDOC). Weaver also provided updates on community projects and stated that St. Andrews and North gates are now open.

Weaver received questions regarding the Zinsco panel replacement project, turf removal project, and letters from Southern California Edison (SCE). He recommended for the Mutuals to expand the project to include replacing 'Sylvania-Zinsco' branded panels. Weaver also informed the council that rebates for turf removal projects designed with sustainable features may be available to the community as a whole and will require Mutuals cooperation. Some shareholders received letters from SCE regarding privacy walls around transformers. Weaver confirmed that existing privacy walls in the community ha. ve been grandfathered in. Senior Director of Mutual Administration Jodi Hopkins provided an update on the Stock Tr. ansfer Escrow Report. Executive Director David Norvell informed the council on improvements made by the GRF staff and stated that he received positive feedback from th. e Mutuals and the community.

Executive Manager Dave Potter provided an update on the budget and reserve studies. Potter advised all Mutual boards to approve their budgets in mid-October to meet the statutory deadline and ensure that all required documentation is submitted to the reserve analyst in .

a timely manner.
