FROM THE EXECUTIVE DIRECTOR

GRF Executive Director, CMCA, AMS, PCAM

At our Oct. 27 Board meeting, the Golden Rain Foundation (GRF) Board of Directors finalized and approved our community budget for 2027, passing a 2.61% increase in assessments. Starting Jan. 1, 2027, this adjustment translates to a monthly rate of $253.97 per apartment per month, an increase of $6.46 over the current monthly rate.

As your Executive Director, I want to share the details of how this financial plan was constructed, what it means for you as residents, and how our management team plans to navigate the coming year.

My primary message to every Leisure World shareholder is simple and reassuring: your core community amenities, property maintenance, and daily resident services will remain fully intact.

David Norvell In crafting this budget, the Board and management team prioritized strong financial discipline by keeping our budget increase below major economic benchmarks—specifically, the regional Consumer Price Index (CPI) at 3.7% and the 2027 Social Security Cost-of-Living Adjustment (COLA) at 3.6%.

By holding our assessment growth below both inflation and COLA increases, our goal was to help protect fixed incomes while ensuring our community continues to run smoothly.

This budget was built over months of thorough, open collaboration starting back in July.

Throughout the late summer and fall, our department leaders presented detailed operational reviews to individual GRF committees during public sessions.

These open meetings gave directors and residents a transparent look at our cost drivers and provided a forum for thoughtful questions and feedback. While general operational line items were examined publicly, discussions involving specific employee compensation and individual positions were conducted confidentially in Executive Session strictly to comply with state labor laws and privacy regulations before those finalized costs were rolled into the main budget.

I also want to directly address ongoing shareholder questions regarding senior management and our overall organizational structure.

Evaluating leadership roles and staffing is not a reaction to sudden pressure, but a standard fiduciary duty necessary for an operation of our size. Managing our complex physical infrastructure, vendor contracts, legal compliance, and daily operations requires dedicated, qualified leadership.

The administrative team will continue to evaluate for improved efficiency and greater effectiveness in the spirit of continuous improvement.

Looking ahead, our efforts to modernize operations and improve efficiencies is a priority of mine to give our hard-working staff the modern tools, clear direction, and organizational support they need to serve you effectively.

With the Board’s final approval complete, I am confident that our 2027 budget strikes the right balance between fiscal responsibility, cost containment, and preserving the high quality of life you enjoy at Leisure World.
