REPORTED on the Turf Issue Status and the Executive Manager of Mutual Services agreed to keep the GRF Board informed.

General: Update—2027 Budget: REPORTED on the 2027 budget.

General: Removal of the Speed Cushions from Golden Rain Near Annandale: MOVED to approve Service Maintenance work order, estimated at $336 from operations, to remove the speed cushion, related signage, and delineators; retain the cushion for possible future use; authorize the president to sign necessary contracts and management to transfer funds under Civil Code §5502.

General: Ratification of the Reorganization and Budget Impact: FAILED to table this item. MOVED to reduce management wages and salaries by $600,000 and direct staff to reorganize the management team to accommodate for the reduction in available funds with no reduction in service to Mutuals or residents.

Reserve Funding: Left Turn Solution at Main Intersection: MOVED to approve additional $7,231 from reserves to contract UNX Traffic to implement splitphase left turns on St. Andrews Drive and add yellow safety markings around signal heads; authorize contract execution and fund transfers.

Reserve Funding: Replacement of Concrete Grinder: MOVED to add the Concrete Grinder to the Reserve Study. MOVED to approve the purchase of a Bartell Concrete Grinder for the Service Maintenance Department from CreteShine Diamond for an amount not to exceed $5,291, Reserve Funding, authorize the President to sign the purchase order, and authorize management to transfer the necessary funds per California Civil Code 5502.

Reserve Funding: Club-

house 4 HVAC: MOVED to award a contract to Greenwood Heating and Air for the replacement of HVAC units B-3 and C-2 at Clubhouse 4, at a cost not to exceed $24,400, utilizing Reserve Funding, Component #4600, and authorize the president to execute any necessary contracts and authorize management to transfer funds as required, pursuant to Civil Code Section 5502.

Governing Documents: Amend Policy 48-1937-1, Parking and Traffic Rules: MOVED to amend policy 48-1937-1, Parking and Traffic Rules, to establish car wash and vacuum hours of 8 a.m. to 7 p.m., seven days a week, pending 28-day review by membership in accordance with California Civil Code 4360.

This allows staff to utilize TPUF revenue to fund the reserve, contingency and capital funds in alignment with actual revenue collected for the 2026 fiscal year.
