Gavin Newsom has signed an executive order encouraging all Californians to reduce water use by 15 percent as 50 of the state’s 58 counties, or about 42 percent of the overall population, are now in a drought-related state of emergency. Sewer lines can become blocked due to grease buildup or debris in the pipes. When this occurs, wastewater is stopped by the blockage and backs up to the first available outlet.
