EMERGENCY INFORMATION COUNCIL Boots on Ground is a disaster preparedness plan for Leisure World developed by resident Marty Williams under the patronage of the Emergency Information Council (EIC). It is a neighbor-helping -neighbor initiative that establishes disaster response command and coordination responsibilities and activities among participating Leisure World clubs and other local entities.
