Purpose of Rule Change: Rule has been amended to include clearer language.
Summary of changes:
• Purpose expanded: The policy now expressly promotes safety and respect while protecting residents, directors, employees, contractors, visitors, GRF operations, services, property, and lawful rights.
• Applicability clarified: The rules apply on all GRF Trust Property and to conduct toward GRF personnel performing authorized duties on Mutual property, subject to GRF’s legal and contractual authority.
• Member responsibility narrowed: Members may be held responsible for associated occupants, renters, guests, invitees, and visitors only as authorized by law and the governing documents.
• Prohibited conduct rewritten with objective standards: The former broad list was replaced with more specific definitions addressing:
• Violence,threats,intimidation,unwantedcontact, and obstruction
• Severe or repeated verbal abuse or harassment
• Unlawful discrimination and retaliation
• Unwelcome sexual conduct
• Unlawful recording and privacy violations
• Fabricatedoralteredmediausedtothreaten,harass, defraud, or exploit
• Meeting disruption and interference with authorized duties
• Objective health or safety hazards
• Theft, unauthorized use or entry, and property damage
• Protected activity added: Good-faith complaints, criticism, peaceful assembly, petitioning, lawful communications, social-media activity, and lawful recording are preserved, subject to reasonable restrictions and safety rules.
• Accommodation obligation added: GRF must consider legally required disability-related reasonable accommodations.
• Enforcement revised: Violations may result in discipline or other remedies, but penalties are no longer automatic; applicable notice and hearing requirements must be followed.
• Fines clarified: Monetary penalties may be imposed only on Members and under the fine schedule in effect when the violation occurs.
• Emergency procedures added: Immediate threats should be reported to 911, with GRF Security notified when safe; reporting to GRF does not replace contacting emergency services or law enforcement.
• Hearing protections reinforced: No disciplinary action becomes effective until applicable legal requirements are satisfied.

• Reduced legal exposure: More specific, objective standards should make the policy easier to defend against claims of vagueness, overbreadth, discrimination, or improper restriction of protected activity.

The proposed rule change will be reviewed by the Board for adoption at its October 2026 meeting.
Purpose of Rule Change: Summary of changes and implications: Garden access and waitlist
• The Recreation Department is assigned responsibility for maintaining the waitlist and determining the order of plot offers.
• The rule is clarified to generally allow only one plot per household.

Lease duration
• Annual leases now include a guaranteed initial term of six consecutive years for lessees who remain compliant.

Purpose of Rule Change: The purpose of this rule change is to set the operation hours of the car wash area and vacuum. The hours are now 8 a.m. through 7 p.m. This time was selected to limit noise for the residents who live nearby.
