Seal Beach Water Readiness Plan

California’s Making Conservation a California Way of Life regulation, which went into effect Jan. 1, 2025, requires urban water suppliers (not individual residents) to set and report a custom Water Use Objective each year. This objective is a total water budget covering key components such as indoor and outdoor residential use, landscape irrigation, and water losses, and is tailored to local climate, population and other factors.
Seal Beach is already wellpositioned to comply with the new requirements due to its strong conservation record.
City staff met with the consultant, Environmental Incentives, Inc. to evaluate the city’s readiness assessment and ensure alignment with upcoming regulatory requirements. The meeting focused on outlining priority actions, identifying data needs, and laying out implementation steps to ensure Seal Beach stays on track as the state begins enforcing its objectives starting in 2027.
The next step is the development of a detailed compliance plan to ensure the City meets all upcoming state regulatory requirements.
