that at a duly held meeting of the Board of Directors conducted on May 27, 2025, the Board adopted the following proposed rule change following the 28-day member review period: Key Changes: The Consolidated Fine Schedule has been updated to enhance clarity, ensure consistency in enforcement, and align with the broader framework of GRF rules and policies. The changes aim to provide clearer guidelines for escalating enforcement and more precise language around egregious violations. The revised schedule integrates fines from multiple policies into a single, accessible document, reinforcing fairness and transparency in rule enforcement.

The definition of “Egregious Offense” has also been clarified to better guide enforcement actions in situations that pose serious risks to the community. The proposed definition emphasizes violations that are severe, intentional, or significantly disruptive and enables the Board to take immediate and appropriate action.

Per the GRF Bylaws and the Davis-Stirling Common Interest Development Act, the Board of Directors has the authority to determine what constitutes an egregious offense and how enforcement should be applied. This discretion allows the Board to respond effectively to serious or dangerous conduct and uphold the safety and well-being of the community.

Definition of Egregious Offense: An egregious offense is defined as a serious and willful violation of the Association’s governing documents, rules, or policies that poses a threat to the safety, well-being, or property of residents, staff, or the Association as a whole. Egregious offenses are distinguished by their severity, intentional nature, or significant negative impact on the community. Such violations may result in immediate and elevated enforcement action.

Examples include but are not limited to:

• Physical assault or credible threats of violence against residents, staff, or board members

• Vandalism or destruction of Association or resident property

• Harassment or discriminatory behavior prohibited by state or federal law

• Repeated, willful violations after prior notice and opportunity to cure

• Illegal conduct occurring within the community (e.g., drug distribution, weapons violations)

• Unauthorized use or misap • propriation of Association funds or assets

PLEASE TAKE FURTHER NOTICE that, Association members owning 5% or more of the separate interest in the Association may call a special vote of the members to reverse the proposed rule change by delivering a written request to the Association for said vote within the 30 days after the delivery of this notice. Not less than 35 days, nor more than 90 days after the receipt of a proper request for a special vote on the proposed rule change, the Association shall hold a vote of the members on whether to reverse the proposed rule change. As soon as possible after the close of voting, but not more than 15 days after the close of voting, the board shall provide the members with general notice of the results of the member vote on the proposed rule change.
