Approved Consent Agenda:

MOVED and approved the Committee Meeting Minutes for the Month of January 2025; GRF Board Minutes, Jan. 28, 2025; the Interim Financial Statements for December 2024 for Audit; and the ratification of the tentative vote to amend 37-1447-1, Use of Community Facilities, Community Gardens—Rules.

Director Donald Horning concurred to remove the Ratify Tentative Vote: Amend 37-1466-1, Fitness Center Rules and Ratify Tentative Vote: Amend 37-1468-1, Aquatic Center Rules. This item will be discussed under the Governing Document as a regular motion.

General: Gate Hours:

MOVED To open both North Gate and St. Andrews Gate at 7 a.m. on Sundays.

FAILED to rescind the new hours and have the prior hours of gate openings at North Gate and St. Andrews Gate reinstated from 5:45 a.m.-10:45 p.m., seven days a week.

Operating Funding: Pavement Plan: MOVED to award a contract to NCE to provide a Pavement Management Program of the Trust Streets for the amount of $29,900, include a 20% contingency for an amount not to exceed $35,880, Reserve Funding and authorize the President to sign the contract and approve management to transfer the funds as necessary per California Civil Code 5502.

Operating Funding: Staff Benchmarking: MOVED to approve the proposal from Adamen Inc., for $16,500 and the PayScale Basic package for $6,200 for a total cost of $22,700 with funds to be expended from the Operating Account, authorize the President to sign the contracts and authorize management to make the necessary funds transfers per CA Civil Code 5502.

Reserve Funding: Street Signs: MOVED to award a contract to All American Sign for the replacement of 141 Trust Street Name Signs at a cost of $24,537, add a 10% contingency for a total cost not to exceed $26,991 and authorize the President to approve the contract/workorder and approve management to transfer the funds as necessary per California Civil Code 5502.
