SECURITY UPDATE

As of June 1, Security will use new Community Violation Notices (CVNs) to document parking violations inside Leisure World.

The enhanced system will streamline the prior heavy administrative burden on the Security and Finance Departments.

At this time, the enhanced citation program will be enforced on GRF Trust property only. The GRF Board of Directors will provide direction to Security at a later time regarding authorization to issue citations on a Mutual’s property.

These citations cover parking violations only. The Seal Beach Police Department is responsible for issuing moving violations inside Leisure World.

There are no assigned “parking enforcement” officers in Security. Parking enforcement will be conducted by patrol officers when there are no other duties of higher priority occurring in the community, such as paramedic calls, incident reports, etc. When a citation is issued, the violator can instantly pay online or pay in person at the finance office—which will have all the citation information on its computers. This information can be found on the back of the citation.

There are two ways a violator may appeal their citation: 1. In-Person—The appeals board meets the third Tuesday of each month at 10 a.m. in Conference Room A, located in the Administration building.

2. Written Appeal—The violator can write an appeal online or send the appeal letter to PO Box 2069, Seal Beach, CA, 90740.

The Security Department will provide the appeals board with the necessary information regarding the citation before the meeting of the appeals board, including photographs.

It is important to note that once a citation is issued, Security does not have the authority to cancel or waive a citation.

Residents may assist the Security Department by advising them immediately of any parking violations, including those believed to be in violation of the 72-hour parking rule.
